ccu1THE CONSTITUTIONAL COURT OF UKRAINE is the sole body of constitutional jurisdiction in Ukraine. The Law of Ukraine “On the Constitutional Court of Ukraine” adopted on October 16, 1996 sets forth that the task of the Constitutional Court of Ukraine is to guarantee the supremacy of the Constitution of Ukraine as the Fundamental Law of the State throughout the territory of Ukraine.

The Court held its first session on October 22, 1996 and adopted its first decision on May 13, 1997.

The organisation, authority and arrangement of activities of the Constitutional Court of Ukraine are set forth by the Constitution of Ukraine, the Law “On the Constitutional Court of Ukraine” and the Rules of Procedure of the Constitutional Court of Ukraine.

The Constitutional Court of Ukraine consists of eighteen judges. President of Ukraine, Verkhovna Rada of Ukraine and Congress of Judges of Ukraine each appoint six judges of the Constitutional Court of Ukraine for a nine-year term.

The Court is headed by the Chairman of the Constitutional Court of Ukraine who is elected for a single three-year term from among judges of the Constitutional Court of Ukraine.

The organisational, scientific and expert, informational and reference support for the activity of the Constitutional Court of Ukraine is performed by the Secretariat of the Constitutional Court of Ukraine.

The printed body of the Constitutional Court of Ukraine is "The Bulletin of the Constitutional Court of Ukraine".

On June 14, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin held а meeting with Coordinator of the EU Project "Support to Justice Sector Reforms in Ukraine" Dovydas Vitkauskas at the Constitutional Court of Ukraine. The meeting was attended by national experts of the EU Project "Support to Justice Sector Reforms in Ukraine" Iuliia Zemlytska and Denys Pashchenko, Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych, Head of the Department of Chairman's and Deputy Chairmen's activities of the Constitutional Court of Ukraine Maryna Arshevska, Head of External Relations Department Olga Kravchenko. The interlocutors discussed a number of issues concerning further cooperation between the Constitutional Court of Ukraine and the EU Project, in particular, they outlined vital issues for the Court in the nearest future.

On June 9-10, 2016 Judges of the Constitutional Court of Ukraine Mykola Melnyk and Serhii Sas participated in the International Conference "The place and importance of the body of constitutional control in the effective functioning of system of checks and balances between the branches of state power" that took place in the Kyrgyz Republic organised by the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic with assistance of the United Nations Development Programme Project in Kyrgyzstan. On May 26-27, 2015 Chairman of the Constitutional Court of Ukraine Yurii Baulin and judge of the Constitutional Court of Ukraine Viktor Kolisnyk took part in the international conference "Judicial Activism of Constitutional Court in a Democratic State" dedicated to the 20th anniversary of the Constitutional Court of the Republic of Latvia, held in Riga, Republic of Latvia. The importance of the topic of the conference is caused by the fact that in practice constitutional courts often penetrate the competence of constitutional legislator, resolving issues of constitutional law instead the legislator. Excessive intervention of legislator or other bodies in the activity of constitutional court can not be justified by dissatisfaction with court rulings...
 Judges of the Constitutional Court of Ukraine Oleksandr Tupytskyi and Natalia Shaptala took part in the 19th annual International Judicial Conference 24.05.2016
On May 17 - 22, 2016 on the invitation of the Furth Family Foundation, the Faculty of Law of the University of Michigan Law School and the International Foundation for Electoral Systems with the assistance of OSCE Project Co-ordinator in Ukraine judges of the Constitutional Court of Ukraine Oleksandr Tupytskyi and Natalia Shaptala took part in the 19th annual International Judicial Conference which was held in Washington D.C. (USA). The conference was attended by the representatives of more than 100 bodies of constitutional jurisdiction and specialised judicial institutions from over 60 countries, including Vietnam, Guyana, Denmark, Egypt, India, Canada, Kosovo, Lima, Mauritania, Papua New Guinea, Pakistan, Peru, Poland, Benin, Romania, USA, Croatia, the Philippines...

On May 18, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin met the President of the Constitutional Court of the Republic of Lithuania Dainius Zalimas. The meeting was attended by the Chancellor of the Constitutional Court of the Republic of Lithuania Ingrida Danieliene and Head of the Office of the Chairman and Deputy Chairmen of the Constitutional Court of Ukraine Maryna Arshevska. During the meeting constitutional justice matters as well as future areas of cooperation between the constitutional courts of the two countries at bilateral and multilateral levels were touched upon.

On April 12, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin met with Secretary General of the European Ombudsman Institute Josef Siegele. The meeting was also attended by Ukrainian Parliamentary Commissioner for Human Rights (1998-2012), Deputy Chairman of the Union of Lawyers of Ukraine Nina Karpachova, and Chairman of the Union of Lawyers of Ukraine Valerii Yevdokymov. At the beginning of the meeting, Mr. Joseph Siegele presented the Chairman of the Constitutional Court of Ukraine Yurii Baulin with a collective monograph "European Heart of Human Rights", dedicated to the 25th anniversary of the European Ombudsman Institute (EOI) which was published in Ukraine in four languages (English, Spanish, German, and Russian) under the joint editorship of the Secretary General of the European Ombudsman Institute Josef Siegele and Ukrainian Parliamentary Commissioner for Human Rights (1998-2012) Nina Karpachova.

On February 17, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin met with the Minister of Justice of the Republic of Lithuania Juozas Bernatonis. Chairman of the Constitutional Court of Ukraine welcomed guests and expressed satisfaction with the dynamic development of relations between Ukraine and Lithuania. He noted that the Constitutional Court of Ukraine is now at the important stage of development and fulfills its role in this process. Yurii Baulin informed about amendments to be made to the Constitution of Ukraine. He also touched upon the implementation of the constitutional reform in Ukraine, especially the reform in the system of justice, including the powers of the Constitutional Court of Ukraine.

On January 25, 2016 Chairman of the Constitutional Court of Ukraine Yurii Baulin met with the Secretary General of the Constitutional Court of the Hashemite Kingdom of Jordan Mustafa Al-Nawaiseh. The meeting was attended by the Cultural Affairs Attache of the of Embassy of the Hashemite Kingdom of Jordan in the Russian Federation (Department in Ukraine) Khail Al-Rukibad, Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych, staff of the Secretariat of the Constitutional Court of Ukraine. Chairman of the Constitutional Court of Ukraine welcomed guests and expressed his pleasure of the possibility of holding a meeting. He spoke about the structure, functions and powers of the Court and informed guests that this year the Constitutional Court of Ukraine celebrates its 20-th anniversary.
 Presidents of the Constitutional Courts of Ukraine, Moldova, Georgia, Latvia and Lithuania met with the President of Ukraine 22.12.2015
On December 18, 2015 Presidents of the Constitutional Court of Ukraine - Yurii Baulin, Georgia - Giorgi Papuashvili, Lithuania - Dainius Zalimas, Latvia - Aldis Lavins and Moldova - Alexandru Tanase met with President of Ukraine Petro Poroshenko. Participants discussed the reform of the judiciary and the constitutional amendments. "The main task of the reform of the judiciary is to ensure the rule of law and strengthening the independent court", stressed the President of Ukraine. The President of Ukraine underlined that Ukraine is interested in the development of a long-term, strategic cooperation, including in the area of constitutional law, with countries which representatives attended the meeting. "Your experience and support are essential for us. Solid position of political authorities of all Baltic States is a factor that ensures unity of the EU and solidarity with Ukraine ", added Petro Poroshenko...
